time to examine those in detail. we haven't used the process that is in place here in the united states senate to go through committees and let the committees work through, is this essential to meeting the emergency needs? or can we set this aside and spend a little more time examining it, looking at it to make sure that this is how we want to go forward? we have a habit here of throwing money at things under an emergency category and then later finding out that, one, it wasn't an emergency where the money went. and, number two, it was misspent and not effective. we simply can't afford to keep doing this. once again i want to state we're not here trying to undermine funding for sandy, needed for sandy. some of the things the house did i think are legitimate in terms of saying let's set aside unrelated matters. it doesn't mean we cast them into the dust bin never to be seen again. it simply means let's let those that are not emergency situations be more carefully examined in terms of whether we need that. and if someone does come to the floor, as senator lee is going to do, is my underst

hope is that as the president and his advisors look at the united states senate, they see, number one, a willingness to solve a problem of fixing the debt in a bipartisan way. i get the feeling they don't believe that about us. i don't know what else we can do to cause them to believe that. there is not the same kind of comfortable relationship back and forth that there should be. i've heard some people say well, the johnson-dirksen days, that was ancient history. that is ancient history. that was a long time ago. but madam president, human nature doesn't change. human nature doesn't change. not in 50 years, not in 100 years, not in 500 years. and there is plenty of goodwill here across the aisle, on this side of the aisle, at the beginning of this term, to work with a newly inaugurated president to say mr. president, we're ready to fix the debt, provide us the leadership, no great crisis is ever solved without presidential leadership in the united states, and you're the president, you're the only one who can lay out the plan. then we'll consider it, we'll amend it, we'll argue about

committee looks at the problem of gun violence in the united states, police work around the clock to save a 6-year-old boy held hostage by a man with a gun. for the past 17 hours that little boy has been held in an underground bunker in midland city, alabama, not far from the georgia border. police say the boy was taken after an armed man got aboard a school bus, demanded children, shot and killed the bus driver, and then fled to that underground bunker with the boy. neighbors describes what they've been told. >> i talked to the girl that was on the school bus and she told me he came on the bus with a gun, shot into the ceiling or the floor board once and shot the bus driver three times after asking for a child, two children between 6 and 8. the school bus driver apparently he did everything he could, he said you can't do that, threw the bus into reverse, floored the gas and that's when the bus alarm came on and tried to get out of the way but it was too late, he already shot the bus driver three times. >> our affiliate wdhn says the gunman is a 65-year-old man, reporter josh roltenberg i

in the united states and it affects on health and healthcare outcomes and to share my thinking on solutions to to the primary care workforce shortage. there is an enormous literature that has accrued over decades demonstrating that a lack of health insurance is associated with decreased access to healthcare and worse healthcare outcome. subsequent work has built on this evidence. a paper we published in 2009 linking lack of insurance to nearly 45,000 deaths among adults in the u.s. annually. the research is consistent. health insurance leads to significant is tbenefiterss. in an health insurance does not guarantee access to -- at the national level is to bolster our primary care workforce. there is an additional massive body of literature supporting the idea that a primary care improves all sorts of health outcomes and lower costs. he had not seen changes to eliminate the shortage of pcp's in decades. talk about three policy levers that this committee could consider to increase the number of physicians entering into the primary care workforce, some of which have been referred to. at the med
